The observation deck is located at the 30th floor of the Palace of Culture and Science; the palace was built between 1952 and 1955, during the Soviet occupation of Poland. Designed by Soviet architect Lev Rudnev, it was meant to be a symbol of Soviet power and friendship with Poland. Nowadays, the palace is still a controversial symbol of the country's communist past, but it has also become a beloved part of Warsaw's skyline and cultural heritage.
